பதில் / Reply:
No. At present, e-Filing is not mandatory for all
categories of cases. Mandatory e-Filing has been introduced only in respect of specified categories of cases
as notified by the Hon'ble High Court of Madras from time to time. In respect of other categories of cases,
physical filing is permitted subject to the prevailing instructions of the Hon'ble High Court.

Mandatory e-Filing has been introduced pursuant to the following Notifications issued by the Hon'ble High Court

“மேற்படி உத்தரவின் நகலை வழங்கவும். மேலும் அனைத்து வழக்குகளுக்கும் மின் தாக்கல் கட்டாயமா அல்லது குறிப்பிட்ட வழக்குகளுக்கு மட்டும் கட்டாயமா?”
பதில் / Reply:
Copies of the relevant Notifications issued by the Hon'ble High Court of Madras may be furnished
subject to availability and applicability under the Right to Information Act, 2005.
e-Filing is not mandatory for all categories of cases. Mandatory e-Filing applies
only to the categories of cases specifically notified by the Hon'ble High Court of Madras.
Matrimonial Cases and Domestic Violence Cases
have been excluded from mandatory e-Filing, and physical filing is permitted
in accordance with the instructions issued by the Hon'ble High Court.
Notification No. 327/2025 dated 10.12.2025,
proposing extension of mandatory e-Filing to all remaining categories of cases, has been kept
in abeyance by Notification No. 7/2026 dated
06.01.2026 until further orders. Hence, mandatory e-Filing presently continues
only in respect of the categories specifically notified by the Hon'ble High Court.

“மேற்படி மின் தாக்கல் நடைமுறை தமிழ்நாட்டிலுள்ள அனைத்து மாவட்ட நீதிமன்றங்களுக்கும் பொருந்துமா அல்லது தஞ்சாவூர் மாவட்ட நீதிமன்றத்திற்கு மட்டும் பொருந்துமா?”
பதில் / Reply:
The e-Filing Notifications referred to above have been issued by the Hon'ble High Court of Madras
in exercise of its administrative control over the District Judiciary.
Therefore, the said Notifications are applicable to all District and Subordinate Courts
throughout the State of Tamil Nadu and are not confined to the Judgeship of Thanjavur alone.
Accordingly, the mandatory e-Filing provisions, wherever notified, are applicable uniformly across the
District Judiciary in Tamil Nadu, subject to the conditions and exceptions contained in the respective Notifications.
Submitted for the kind perusal of the Hon'ble Principal District Judge and for passing such further orders
as may be deemed fit and proper.
